Reintegration Sector Activities

 The term “Reintegration” here called for all assistance and services provided to Returnees and IDPs (Internally Displaced People) since 2002, particularly targeting returnees from Iran to their places of origin in Afghanistan. IDPs we served were mainly those internally displaced people due to continuous droughts and hunger in western region. In 2002 in particular, thousands of people from remote districts of Herat, Badghis, Farah and Ghor provinces migrated to Herat and stayed in three IDP camps for several years. These people were under the coverage of assistance provided by UN and few other national and international NGOs.ARAA joined the program as an implementing partner with UNHCR since 2002 to implement UNHCR‘s annual reintegration programs in western region. Our focus was mainly on reintegrating returnees and IDPs into their places origin. The reintegration programs included projects for assistance to build shelters for beneficiaries, distribution of winterization assistance, providing income generation activities, providing water and sanitation facilities, assisting beneficiaries with emergency agricultural assistance, providing vocational training and activities for women, etc

From 2002 up to the end of 2014, ARAA has been a subcontractor on many projects with UNHCR for implementation of reintegration projects for returnees and IDPs in western region. Due to huge influx of returnees and assistance provisions for IDPs during the years 2002, 2003, 2004 and 2005, in terms of volume and extent of reintegration projects, this period was the peak activities for ARAA in this sector.

An Overview of Reintegration Program

Below is an example of how the reintegration programs worked and how we have participated in implementing these programs.

The reintegration program of 2003 under the sub agreement 03/AB\AFG/RP/334 (K was implemented in 7 districts of Herat, Ghor and Badghis provinces.

This project had different components:

I- The shelter program provided assistance to 2340 Returnee and IDP families to build their shelters for an appropriate accommodation.
II- The Water and Sanitation program included the following activities:
  • Contraction of 55 tube wells with a depth of 60m in three locations in Ghor province, covering communities with the following provisions.

  • wells in Chaghcharan district, covering 13 villages.

  • 26 wells in Shahrak district, covering 3 villages.

  • 4 wells in Dolaina district, covering 3 villages.

  • Construction of 55 shallow wells in Taiwara district of Ghor province covering 44 villages.

  • Construction of 20 shallow wells in Qadis district of Badghis province covering 11 villages.

  • Construction of 10 shallow wells in Moghor district of Badghis province covering 7 villages.

  • Construction of 110 latrines and 20 baths in three locations in Ghor province covering.

  • 50 units of latrine in 18 villages in Shahrak district.

  • 52 units of latrine in 10 villages in Shahrak district.

  • 8 units of latrine in 3 villages in Chaghcharan district.

  • 9 baths in 7 villages in Chaghcharan district.

  • 11 baths in 7 villages in Shahrak district.

  • Providing Hygiene education to 5447 families including men/women and children through conducting door-to-door educational sessions.
