Case Management for Individuals at Risk and in Need of Support

  1. Basic Information of the Individual at Risk and in Need of Support:
  • Name: Halima
  • Age: 29 years
  • Gender: Female
  • Place of Residence: Herat Province, Rabat Sangi District, Nowabad Doghi Village
  • Marital Status: Married (her husband abandoned her)
  • Children: Four
  • Family Members: Six

Background:

Halima is a married and literate woman (one of the few literate women in her village). Due to poor economic conditions and the absence of stable job opportunities, her family is facing serious livelihood challenges. Her husband has become addicted and abandoned her almost a year ago, without contributing to the household expenses. She is struggling with harsh economic conditions and lack of access to essential services, which has caused her great concern.

According to her statement, she has approached the community council several times and requested them to recommend her for a teaching position at a nearby school to the district education department. However, she has not yet achieved the desired result. As a result, she has been forced to work in other people’s agricultural fields with her children to cover her household expenses. Halima and her children do not consider agricultural labor to be safe for themselves. Currently, she lives with her children in a relative’s house with very limited and inadequate facilities.

Main Protection Concerns:

  • Female-headed household with four children
  • Child labor due to extreme poverty
  • Lack of community support
  • No stable income
  • Inadequate shelter
  • Lack of sufficient privacy

Needs and Priorities:

  • Immediate: Shelter, adequate food, proper clothing, and prevention of working in fields with her children.
  • Medium-term: Creation of a stable job or provision of proper work tools (employment as a teacher in educational institutions).
  • Long-term: Educational support for her children.

Assessment:

  • Strengths: Halima is literate, has good health, and is capable of working in educational institutions.
  • Weaknesses: An addicted husband who has no role in supporting the family and is physically absent, lack of stable income, limited access to essential services, the absence of community support, and having a child engaged in labor.
  • Vulnerability Level: Medium – female-headed household, child labor, no stable income, and lack of access to basic needs.

Previous Interventions:

She had not benefited from any community or humanitarian assistance (prior to receiving the cash support).

Current Interventions:

Cash assistance was provided to cover her basic needs and educational items. She was also referred to the relevant organization for shelter support.

Support Plan:

  • referral to organizations providing cash assistance and shelter support.

Case Follow-up:

  • Monitoring changes in her living conditions and assessing the extent to which her needs have been met after receiving cash assistance.
  • Following up on the results of her referral to supporting organizations for shelter.

Current Situation:

After receiving cash assistance, Halima was able to provide her family with basic necessities. This support also prevented her and her children from working in the fields, enabling her children to return to school and protecting them from potential environmental risks. However, she has not yet gained access to a proper shelter. Until sustainable shelter and stable income are secured, her case will remain under follow-up.

Case Closure:

The case will be closed once it is ensured that Halima’s identified needs have been met (if available from the organization’s side) and her satisfaction is obtained.
